Brief van H.E.M. Lounès Magramane, Ambassadeur van Algerije in Nederland, gericht aan de Nationale Gemeenschap aan de vooravond van het referendum over de ontwerpgrondwet.

Beste landgenoten,

Het is met veel plezier en een enorme eer dat ik u nogmaals via dit digitale forum toespreek in deze beslissende periode voor de toekomst van de Algerijnse staat en in een bijzonder moeilijke gezondheidscontext.

Zoals u weet, wordt u over een paar dagen op 31 oktober en 1 november 2020 opgeroepen om uw grondwettelijk recht uit te oefenen en u uit te spreken tijdens het referendum over het ontwerp van de nieuwe Algerijnse grondwet.

Het is een directe democratische oefening waarvoor u wordt uitgenodigd, een van de belangrijkste in de geschiedenis van ons land.

Uw wil, die natuurlijk tot uitdrukking zal komen op die dag, zal de bouw van het nieuwe Algerije mogelijk maken, dat we zullen samenwerken en collectief voor de realisatie ervan en waarbinnen uw rechten en vrijheden zullen worden versterkt.

Dit vereist echte motivatie, sterke vastberadenheid en constante inzet van u om ons land naar verdere vooruitgang en welvaart te leiden en om onze rechtsstaat en democratie op een nieuwe en solide basis te bouwen.

Beste landgenoten,

Sinds zijn verkiezing tot het hoofd van de Hoge Magistratuur van ons land op 12 december 2019 is de president van de republiek, de heer Abdelmadjid Tebboune, resoluut begonnen met een breed project van politieke en economische hervormingen, waarbij hij ernaar streeft de legitieme nationale sprong te bevorderen van de Hirak om de vitale krachten van de samenleving de leiding te laten nemen over de toekomst van het land.

Na maanden van overleg op alle niveaus onder toezicht van een Commissie van Deskundigen en ondanks de epidemische crisis van het coronavirus, wordt het consensueel ontwerp van de nieuwe grondwet aan uw wil voorgelegd tijdens het referendum van 1 november, de datum die samenvalt met de herdenkingen van de 66ste verjaardag van het uitbreken van onze glorieuze revolutie, waarmee een nieuwe democratische revolutie wordt gemarkeerd en een duidelijke breuk met de oude praktijken die nu voorbij zijn.

Het ontwerp van onze fundamentele wet zal ongetwijfeld de basis leggen voor een nieuw Algerije en zal concreet het verlangen naar radicale verandering weerspiegelen dat door het Algerijnse volk als geheel wordt bepleit.

Het ontwerp van de nieuwe grondwet omvat, zoals u weet, zeven belangrijke assen die betrekking hebben op de versterking van de rechten en vrijheden van burgers, de moralisering van het openbare leven en de strijd tegen corruptie, de consolidering van de scheiding en het evenwicht tussen de machten, de versterking van de toezichthoudende bevoegdheid van het Parlement, de consolidering van de onafhankelijkheid van de rechterlijke macht, de consolidering van de gelijkheid van de burgers voor de wet en de constitutionele toewijding van de mechanismen voor het organiseren van verkiezingen.

De staat zal onvermoeibaar werken om de rechten en belangen van onze Nationale Gemeenschap in het buitenland te beschermen, zoals duidelijk is bepaald in artikel 29 van het ontwerp van onze nieuwe Grondwet. Hij zal er ook voor zorgen zijn identiteit en waardigheid te vrijwaren, de band van de nationale gemeenschap in het buitenland met de natie te versterken en haar bijdrage aan de ontwikkeling van Algerije te mobiliseren.

Beste landgenoten,

De taak die u is toevertrouwd, is immens, ambitieus en fundamenteel doorslaggevend. Het is des te belangrijker in deze periode van zoeken naar vernieuwing voor de herziening van onze instellingen en onze manier van bestuur. Het is ook en vooral een drager van hoop, een generator van stabiliteit en een schepper van meer vrede, welvaart en ontwikkeling.

De plicht om deel te nemen aan dit overleg is meer dan een recht, het is een vorm van belangrijke bijdrage die ons allemaal individueel en collectief uitdaagt om betekenis te geven aan uw verantwoordelijkheid en het beste beeld te geven van ons land, dat we modern en welvarend willen zijn. .

Vandaag meer dan ooit, de plicht tot solidariteit en het gevoel van betrokkenheid, evenals onze vastberadenheid voor Algerije, natuurlijk vereist.

Ik ben ervan overtuigd dat tijdens dit referendum, uw hoge verantwoordelijkheidsgevoel, uw gehechtheid aan het land en uw wens om bij te dragen aan de oprichting van Nieuw Algerije zullen u motiveren en ertoe leiden dat u de juiste beslissing neemt, namelijk bijdragen aan een toekomst beter voor Algerije.

Chers compatriotes,

C’est avec réel plaisir et un immense honneur que je m’adresse à nouveau à vous à travers cette tribune numérique en cette période déterminante pour l’avenir de l’Etat Algérien et dans un contexte sanitaire particulièrement difficile.

Comme vous le savez, dans quelques jours, vous serez appelés, les 31 octobre et le 1^er Novembre 2020,  à exercer votre droit constitutionnel et à vous prononcer lors du Référendum sur le projet de la Nouvelle Constitution Algérienne.

C’est un exercice démocratique direct que vous êtes invités à accomplir, l’un des plus importants de l’histoire de notre pays.

Votre volonté qui sera naturellement exprimée ce jour-là permettra l’édification de la Nouvelle Algérie que nous œuvreront ensemble et collectivement à sa concrétisation et au sein de laquelle se renforceront vos droits et vos libertés.

Cela exige de vous une réelle motivation, une forte détermination et un engagement de tous les instants pour conduire notre pays vers davantage de progrès et de prospérité et bâtir notre Etat de droit et de démocratie sur de nouvelles et solides bases.

Chers compatriotes,

Depuis son élection à la tête de la Magistrature Suprême de notre pays le 12 décembre 2019, le Président de la République, M. Abdelmadjid Tebboune, s’est résolument lancé dans un large projet de réformes politiques et économiques, en s’efforçant de promouvoir le sursaut national légitime du Hirak afin de permettre aux forces vives de la société de prendre en main le devenir du Pays.

Après des mois de consultations à tous les niveaux sous la supervision d’un Comité d’experts et en dépit de la crise épidémique du corona virus, le Projet consensuelle de la nouvelle Constitution sera soumis à votre volonté lors du Référendum du 1^er Novembre, date qui coïncide avec la commémorations du 66^ème anniversaire du déclenchement de notre glorieuse Révolution, marquant ainsi une nouvelle révolution démocratique et une rupture nette avec les anciennes pratiques désormais révolues.

Le projet de notre loi fondamentale consacrera, sans nul doute, les bases d’une Algérie Nouvelle et traduira concrètement la volonté du changement radical prôné par le peuple algérien dans son ensemble.

Le projet de la nouvelle Constitution comprend, comme vous le savez, sept axes importants qui concernent le renforcement des droits et libertés des citoyens, la moralisation de la vie publique et de la lutte contre la corruption, la consolidation de la séparation et de l’équilibre des pouvoirs, le renforcement du pouvoir de contrôle du Parlement, la consolidation de l’indépendance du pouvoir judiciaire, la consolidation de l’égalité des citoyens devant la loi et la consécration constitutionnelle des mécanismes d’organisation des élections.

L’Etat œuvrera, sans relâche, à protéger les droits et les intérêts de la Communauté Nationale à l’étranger, comme stipulé clairement dans l’article 29 du projet de notre nouvelle Constitution. Il veillera également à sauvegarder son identité et sa dignité, à renforcer son lien avec la Nation et à mobiliser sa contribution au développement de l’Algérie.

Chers compatriotes,

La tâche qui vous est ainsi confiée est immense, ambitieuse et foncièrement décisive. Elle est d’autant plus importante en cette période de recherche d’un renouveau pour la refondation de nos institutions et notre mode de gouvernance. Elle est aussi et surtout porteuse d’espoir, génératrice de stabilité et créatrice de plus de quiétude, de prospérité et de développement.

Plus qu’un droit, le devoir de participer à cette consultation est une forme de contribution majeure qui nous interpelle tous individuellement et collectivement pour donner un sens à votre responsabilité et traduire au mieux l’image de notre pays que nous voulons moderne et prospère.

Aujourd’hui, plus que jamais, le devoir de solidarité et le sens de l’engagement tout comme notre détermination pour l’Algérie est naturellement de rigueur.

Je suis convaincue que lors de ce Référendum, votre sens élevé de responsabilité, votre attachement au pays et votre volonté de contribuer à la mise en place de la Nouvelle Algérie vous animera et vous conduira à prendre la bonne décision, celle de contribuer à un avenir meilleur pour l’Algérie.

Dear compatriots,

It is with real pleasure and great honor that I address you once again through this digital platform at this decisive period for the future of the Algerian State and in a particularly difficult health context.

As you know, in a few days, on 31 October and 1th November 2020, you will be called upon to exercise your constitutional right and to vote in the Referendum on the draft revision of the new Algerian Constitution.

This is a direct democratic exercise that you are invited to carry out, one of the most important in the history of our country.

Your will, which will naturally be expressed on that day, will allow the building of the New Algeria that we will work together and collectively to make a reality and within which your rights and freedoms will be strengthened.

This requires from you a real motivation, strong determination and commitment at all times to lead our country towards greater progress and prosperity and to build our rule of law and democracy on new and solid foundations.

Dear compatriots,

Since his election as head of our country’s Supreme Magistracy on 12 December 2019, President Abdelmadjid Tebboune has resolutely engaged on a wide-ranging political and economic reform projects, striving to promote Hirak’s legitimate national rise to power in order to enable society’s active forces to take control of the country’s future.

After months of consultations at all levels under the supervision of a Committee of Experts and despite the corona virus epidemic crisis, the Consensus Draft of the new Constitution will be submitted to your will in the Referendum of November 1th, date that coincides with the commemoration of the 66th anniversary of the outbreak of our glorious Revolution, marking a new democratic revolution and a clear break with the old practices that are now over.

The draft of our fundamental law will, without a doubt, consolidate the foundations of a New Algeria and will give concrete expression to the desire for radical change advocated by the Algerian people as a whole.

As you know, the draft of the new Constitution includes seven important lines of action which concern the strengthening of citizen rights and freedoms, the moralization of public life and the fight against corruption, the consolidation of the separation and balance of powers, the strengthening of Parliament’s power of oversight, the consolidation of the independence of the judiciary, the consolidation of the equality of citizens before the law and the constitutional consecration of the mechanisms for organizing elections.

Our State will work tirelessly to protect the rights and interests of the National Community abroad as clearly stipulated in article 29 of the draft of our Constitution. It will also safeguard the identity and dignity of this community, strengthen its bond with the Nation and mobilize its contribution to the development of Algeria.

Dear compatriots,

The task thus entrusted to you is huge, ambitious and fundamentally decisive. It is all the more important at this time of search for renewal in the rebuilding of our institutions and our mode of governance. Above all, it is also a source of hope, a generator of stability and a creator of greater peace, prosperity and development.

More than a right, the duty to participate in this consultation is a major form of contribution that challenges us all individually and collectively to give meaning to your responsibility and to best reflect the image of our country that we want to be modern and prosperous.

Today, more than ever, the duty of solidarity and the sense of commitment, as well as our determination for Algeria, is required.

I am convinced that during this Referendum, your high sense of responsibility, your attachment to the country and your willingness to contribute to the establishment of New Algeria will animate you and lead you to take the right decision, that of contributing to a better future for Algeria.
